Following in Jebel Ali’s Footsteps: Tartus and Latakia

With the announcement of significant Emirati investments to develop its maritime and logistics infrastructure, the Syrian coast is undergoing what could be the biggest economic transformation in decades.

This is about transferring a comprehensive economic model that has proven globally successful at Jebel Ali Port, one of the biggest and most effective container ports in the world, rather than just updating docks or adding more ships.

A 30-year concession agreement for the development and operation of the port of Tartus calls for an investment of $800 million, according to the agreement with DP World. Port development, the creation of industrial and logistics zones, free zones, dry ports, and their link to transportation networks are all part of the project; these are the same pillars that helped turn Jebel Ali Port into a major international hub for trade and re-export.

The investor’s operational knowledge is just as significant to the project as its financial size. With operations in more than 75 nations, DP World’s network manages about 9.2% of all container traffic worldwide. This increases the ports it oversees’ ability to draw in foreign shipping lines, boost operational effectiveness, and link to international supply chains.

According to data from the United Nations Conference on Trade and Development (UNCTAD), approximately 80% of international trade transits by sea, making the maritime transport industry increasingly significant at the time of this project. As a result, port development is now a strategic investment in the country’s economic future rather than just a service project.

Jebel Ali Port

The standard for this change is Jebel Ali Port, which has a handling capacity of more than 19 million TEUs a year and is one of the top re-export hubs in the world. Its integration with free zones, logistics services, digitalisation, and expedited customs procedures is all factors in its success, in addition to its size.

The development of Tartus Port would not be the only topic of discussion if this model were applied to the Syrian coast; it would also involve reshaping the economic roles of Latakia and Tartus. Syria has a competitive advantage due to its location on the Mediterranean Sea, which places it at a crossroads between Gulf production and European markets. A more efficient network of logistics and transportation makes this possible.

According to official statements, at least 90% of job opportunities will be for Syrian nationals, so the project also has a significant developmental component. Training and development initiatives to transfer knowledge of port operations and logistics management will be implemented to gradually strengthen local capacity building.

Emirati investments seek to transform the coastal economy of Syria by modelling it after Jebel Ali Port, rather than merely modernising.

Despite these lofty objectives, the achievement of this vision depends on the completion of an integrated system that includes updating rail and road networks, expediting customs processes, enhancing the investment environment, and linking ports to regional markets and industrial zones. When modern ports integrate into a unified economic system rather than just serving as ship transit hubs, they reach their full potential.

In the upcoming years, the Syrian coast could change from a traditional maritime gateway to a regional logistics hub, connecting the Arabian Gulf to the Mediterranean Sea and European markets and reinstating Syria’s long-standing status as a regional hub for investment and trade.
